- Service to the Armed Forces (SAF): Delivers essential support to service members, veterans, and their families through the Hero Care Network, Whole Health programs, and Overseas Military Community Support
- International Services Department (ISD): Partners within the Red Cross Red Crescent Movement to transform locally-led natural disaster and humanitarian crisis management.
Position OverviewThe Senior Director of International Services and Service to Armed Forces Resource Mobilization is a strategic management role responsible for shaping the organization’s international funding ecosystem. Reporting to the Vice President for SAF & ISD and collaborating with the Fundraising Programs and Segment Strategy Team through National Headquarters, this role provides leadership in developing and executing comprehensive resource mobilization strategies across private, foundation, and government channels and includes oversight of donor stewardship, proposal development, grants/agreements processing, and compliance monitoring.Core ResponsibilitiesStrategic Resource Mobilization and Organizational Impact
- Develop and implement a holistic, forward-looking Service to Armed Forces and International Services resource mobilization strategy that aligns with the American Red Cross’s mission and long-term organizational goals in partnership with American Red Cross fundraising partners and relationship managers.
- Lead cross-functional strategic planning to identify and capitalize on emerging funding opportunities
- In partnership with American Red Cross Development Department, design innovative approaches to diversify and expand funding streams for International Services and Service to Armed Forces that aligns with the core budget construct of the American Red Cross
- Lead teams developing engagement guidance and tools for effective donor interaction.
- Establish key performance indicators (KPIs) to measure resource mobilization effectiveness and organizational impact
- Provide quarterly strategic reports to senior leadership on funding landscape, opportunities, and organizational positioning
- In partnership with American Red Cross Development Department, oversee proposal development processes and tools
- Maintain funding portfolio tracking systems
- Provide direct proposal development support as needed
Private Philanthropy and Government Engagement Leadership: In partnership with American Red Cross Development Department,·Cascade private philanthropy strategy for the SAF and ISD missions
- Create comprehensive donor relationship management protocols and spearhead relationship management with donors, positioning the American Red Cross as a premier humanitarian partner
- Develop and execute sophisticated engagement strategies that demonstrate the organization’s unique value proposition
- Lead negotiations for complex, multi-year funding agreements
- Build and maintain a robust network of strategic partnerships across private sector domains
Movement Partnership and Strategic Coordination
- Develop collaborative frameworks that enhance collective resource mobilization capabilities
- Lead consent and coordination processes for international funding initiatives with IFRC and NSs
- Manage relationships with IFRC and Movement partners regarding American donors and track Movement-wide funding portfolios
- Represent the American Red Cross in high-stakes international forums and strategic discussions
Compliance and Risk Management
- Strengthen rigorous compliance frameworks ensuring alignment with donor regulations, requirements, and organizational standards
- Develop proactive risk management strategies for funding portfolios
- Create comprehensive systems for monitoring, reporting, and mitigating potential compliance risks
- Ensure transparent and accountable resource utilization across international programs
- Manage staff performing grant compliance and agreement administration functions including incoming and outgoing agreement processing, compliance, data, audit readiness, and continuous process improvement
- Ensure donor requirements are understood and applied (oversee engagement with donors on requirements and the process for cascading requirements into sub agreements)
- Manage relationship with internal stakeholders (Legal, Finance, Risk Management, Communications, Grant Center of Excellence, Supply Management, etc.)
- Champion ISD’s Safeguarding enhancements, training, and policy adoption
- With Grant Compliance and Agreement Administration Manager, review and update ISD-unique policies and procedures and ensure they are aligned with organization level policies
- Liaise with Division and Integrated Global Programs leadership to champion ISD’s grant compliance standards and tools and assist with roll out and socialization of updated procedures, training requirements, or quality assurance initiatives
Organizational Capacity and Team Development
- Provide visionary leadership to the resource mobilization team, fostering a culture of innovation, collaboration, and continuous improvement
- Design or contribute to comprehensive professional development relevant to SAF and ISD teams to improve competitiveness in proposal development and execution
- Mentor team members to build advanced grant writing, relationship management, and strategic communication skills
- Establish robust knowledge management systems to capture and leverage institutional learning
- Create succession planning strategies for key team roles
- Manage diverse team of subject matter experts
- Monitor and improve internal resource allocation and program delivery
QualificationsEducation: Bachelor’s degree required. Advanced degree (master’s or higher) in International Development, Public Policy, Nonprofit Management, or related field preferredExperience: Minimum 10 years of progressive leadership experience in resource mobilization required, with demonstrated success in:
- Managing complex, multi-million-dollar funding portfolios with subgrants
- Developing strategic funding approaches for humanitarian and international development organizations
- Leading cross-functional teams in high-impact environments
- Proven track record of securing and managing funding exceeding $50M
- Exceptional strategic planning and proposal development skills generating multiple winning proposals
- Demonstrated ability to build and manage high-performing, diverse teams
- Exceptional intercultural communication and diplomatic skills
- Proven leadership success in non-profit, humanitarian or international development sectors
- Strong knowledge of DoD appropriations process and corresponding rules, regulations, and online platforms
- Data management and analytical skills
- Ability to work across cultures and time zones
Management Experience: 7 years of management experience requiredAdditional Requirements
- Travel: Flexibility for non-standard scheduling including frequent travel (approx 15%)
- Experience in low-resource, complex organizations
- Multilingual capabilities (Spanish, French preferred)
