About the Position: This is a Program Manager (Engineering & Sciences) GS-340-14 position with the USACE, SWD, Fort Worth District, Engineering & Construction Support Office located in Fort Worth, TX.

Duties
Integrates all functions (i.e., planning, environmental, design, cost engineering, construction, real estate, contracting, Program etc.), and customer needs in support of assigned program into a comprehensive management plan.
Applies an extensive knowledge of management concepts, and a working knowledge of engineering methods, practices and processes.
Relies on skill and experience to coordinate with individuals at high levels of responsibility within DHS, the Program Corps (military and civilian) and other Federal and State agencies.
Responsible for supervision and management of positions and pay, for selection of employees, and is committed to equal employment opportunity.
Reviews and advises on complaints and grievances and promotes safe working conditions.
Utilizing extensive knowledge of design, construction, and contracting procedures, carries out all steps Program necessary to execute the program assigned to the ECSO Oversees project management teams.

Appointment may be subject to a suitability or fitness determination, as determined by a completed Program background investigation.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entry, and annually thereafter.
You may be expected to travel up to 25% for this position.
Incumbent may be subject to a one-year probation to assess your ability to perform supervisory duties is Program required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to Program Manager (Engineering & Sciences)
paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Planning and organizing the work Program of a diverse team comprised of professional, technical, and administrative members; AND 2) Managing a program comprised of military, civil, or reimbursable funded design and construction projects; AND 3) Program Participating in program meetings to facilitate resolution of projects issues and report details and findings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition.
If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
