Overview
This position is part of a Direct Hire Authority (DHA) Public Notice, aimed at recruiting qualified Civil Engineers. Duties
Duties vary by grade level but may include:
- Planning, designing, and managing construction, maintenance, repair, and upgrades for real property and infrastructure (e.g., roads, runways, utility systems).
- Leading civil engineering projects from initial survey through construction and final as-built documentation.
- Preparing technical designs, drawings, specifications, and cost estimates.
- Providing engineering guidance and resolving issues during project execution.
- Conducting site inspections and supporting in-shop planning efforts.
Qualifications
Basic Requirements:
A degree in professional engineering from an ABET-accredited program, or a combination of education and experience meeting the Office of Personnel Management (OPM) engineering standards.
Specialized Experience Requirements by Grade:
- GS-11: One year at GS-09 level, including experience in small-scale or partial civil engineering projects and technical design review.
OR 3 years of progressively higher-level graduate education leading to a Ph.D. - GS-12: One year at GS-11, demonstrating ability to manage infrastructure construction, renovation, and maintenance projects for a complex installation.
- GS-13: One year at GS-12, including experience in complex civil design, reviewing structural and hydraulic plans, and resolving technical problems affecting budget, schedule, and quality.
- GS-14: One year at GS-13, with responsibility for overseeing civil design for military/civil works, advising on technical issues, and conducting feasibility studies.
- GS-15: One year at GS-14, requiring multidisciplinary engineering knowledge and demonstrated ability to solve novel engineering problems and lead high-impact infrastructure development.
Knowledge, Skills, and Abilities (KSAs)
- Proficiency in civil engineering principles and infrastructure project management.
- Ability to interpret and develop technical engineering data and documentation.
- Skilled in construction oversight, budget estimation, and quality control.
- Effective oral and written communication skills for technical reporting and stakeholder coordination.
Conditions of Employment
- U.S. citizenship required.
- May require security clearance.
- Must register for Selective Service (if male, born after 12/31/1959).
- May be subject to drug testing, overtime, shift work, or emergency recall.
- Travel and relocation (PCS) may be authorized depending on duty location.
- Education and certifications must be verifiable via transcripts and/or licenses.
