Job Description
U.S. Army Corps of Engineers – Great Lakes and Ohio River Division
This position is part of a Direct Hire Authority (DHA) standing register used to fill multiple interdisciplinary project management roles within the Great Lakes and Ohio River Division, which includes districts in Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, and Pittsburgh.
Summary of Duties:
- Lead life-cycle project management efforts for civil works and interagency/intragovernmental projects, ensuring alignment with USACE Project Delivery Business Process.
- Oversee all project phases—from planning, design, and budgeting to construction and initial operations—for initiatives including flood risk management, navigation, ecosystem restoration, hydropower, and water supply.
- Apply Earned Value Management (EVM) and project controls to track schedules, milestones, and financial performance.
- Collaborate with multi-disciplinary teams to develop innovative solutions to complex engineering challenges.
- Serve as the primary point of contact for stakeholders, fostering internal and external relationships.
- Prepare and maintain Project Management Plans, and provide mentorship to junior project managers.
- Support the development of budgets, risk assessments, and programming decisions.
Qualifications:
- Open to U.S. Citizens under DHA authority; position may be permanent, term, or temporary.
- Requires a degree in engineering, architecture, physical science, economics, biology, community planning, operations research, or related field.
- GS-12: Requires 1 year of experience at GS-11 level managing or supporting civil works/military construction projects, including cost/schedule oversight and milestone tracking.
- GS-13: Requires 1 year at GS-12 level managing civil works or intergovernmental projects, leading PMPs, and coordinating across teams to meet project objectives.
- PMP certification is highly desirable.
- Education completed outside the U.S. must be evaluated for equivalency.
