Position Summary
As a Project Manager within the Planning, Programs, and Project Management Division, you will lead the full life cycle of complex and high-value civil works projects. These projects may be of national significance, environmentally sensitive, or of critical urgency. This includes responsibility from project initiation through planning, design, construction, and closeout.
Key Responsibilities
- Manage all phases of assigned civil works and interagency projects (planning through operations).
- Serve as a lead for projects involving flood risk management, navigation, hydropower, ecosystem restoration, and water supply.
- Coordinate across diverse technical and non-technical teams using the USACE Project Delivery Business Process.
- Develop and maintain Project Management Plans (PMPs), ensure alignment with goals, and oversee project execution.
- Monitor cost, schedule, and performance metrics (e.g., Earned Value Management) and analyze project financials.
- Support budget formulation, defend funding requirements, and participate in programming decisions.
- Foster collaborative relationships internally and externally as the primary project point-of-contact.
- Mentor and support development of junior project managers and team members.
Qualifications
Minimum Education Requirements:
Must meet basic education requirements in one of the qualifying disciplines such as Civil Engineering, Architecture, Physical Science, Geology, Biology, Economics, or related fields. (Links to OPM qualification standards are included in the original posting.)
Specialized Experience (GS-13 Level):
At least one year of experience (equivalent to GS-12) managing civil works or related engineering projects, including planning, design, and/or construction oversight. Experience must include developing project schedules and budgets, leading teams, and monitoring performance against objectives.
