Location: Great Lakes and Ohio River Division (Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, or Pittsburgh Districts)

Overview

Serve as a Life-Cycle Project Manager responsible for the full scope of project management on major civil works, environmental, and interagency projects. This includes planning, execution, budgeting, construction oversight, and project closure.


Key Responsibilities

  • Lead all phases of project delivery from planning to initial operations.
  • Manage high-priority, high-value projects related to flood risk, navigation, hydropower, water supply, ecosystem restoration, and related areas.
  • Collaborate across diverse technical teams to solve complex water resource and engineering challenges.
  • Monitor cost and schedule performance using Earned Value Management (EVM).
  • Support development of project budgets and ensure compliance with regulatory and policy requirements.
  • Serve as the main point of contact for assigned projects and build productive internal/external relationships.
  • Mentor junior project managers and review project documentation.
  • Maintain approval of Project Management Plans (PMPs) from leadership.

Qualifications

Basic Education Requirement (depending on discipline):
You must meet the basic educational qualifications for one of the following occupational series:

  • Engineering (0810), Architecture (0808), Physical Science (1301), Chemistry (1320), Geology (1350)
  • Economist (0110), Community Planner (0020), Social Science (0101), Biology (0401), Operations Research Analyst (1515)

Foreign education must be evaluated for U.S. equivalency.

Specialized Experience (by grade):

  • GS-12: Experience managing design or construction for civil works or military projects. Assist with cost/schedule oversight and status tracking. Equivalent to GS-11.
  • GS-13: Experience as lead project manager. Direct development of Project Management Plans, track performance metrics, and ensure project goals are achieved. Equivalent to GS-12.

Other Requirements

  • U.S. citizenship and successful background investigation.
  • Probationary period may be required.
  • Selective Service registration (males born after 12/31/1959).
  • PMP certification is highly desirable.
  • PCS (relocation) benefits may be available.
