Summary
This is a Direct Hire Authority (DHA) standing register announcement used to fill multiple vacancies within the Great Lakes and Ohio River Division. Positions may be filled at the GS-07, GS-09, or GS-11 level depending on qualifications. Applications are valid for 90 days; selections may occur any time during this period.

Position Overview
As a Project Management Specialist, you will support project managers throughout all phases of civil works project development — including flood risk management, navigation, hydropower, environmental restoration, water supply, recreation, and disaster response. You’ll work closely with cross-functional teams to help coordinate, plan, and execute projects using the U.S. Army Corps of Engineers’ Project Delivery Business Process (PDBP).
Key Responsibilities (at GS-11 level)
- Assist with all phases of the project life cycle: initiation, planning, execution, control, and closure.
- Support the management of civil works projects across various areas such as flood control, navigation, and environmental initiatives.
- Collaborate with project delivery team members and integrate technical inputs.
- Apply knowledge of project management principles, scheduling, and federal processes.
- Provide technical and administrative support to senior Project Managers and branch leadership.
Qualifications and Education
Basic Education Requirement:
You must meet one of the educational requirements for the following series (depending on your background):
- Engineering (0801, 0810, 0819, 0830, 0850)
- Architect (0808)
- Physical Science (1301), Chemistry (1320), Geology (1350)
- Biologist (0401), Community Planner (0020), Social Scientist (0101), Economist (0110)
- Archeologist (0193), Operations Research Analyst (1515), Industrial Engineer (0896)

GS-07 Requirements:
- Experience: 1 year of relevant experience at the GS-05 level involving compiling data, preparing reports, or using visual aids
- OR Education: 1 year of graduate study in a qualifying field
- OR Superior Academic Achievement: Based on GPA, class rank, or honor society membership
- OR a combination of education and experience
GS-09 Requirements:
- Experience: 1 year at the GS-07 level assisting with policy implementation and technical support for projects
- OR Education: Master’s degree or 2 years of graduate study
- OR a combination of education and experience
GS-11 Requirements:
- Experience: 1 year at the GS-09 level implementing project planning, design, or construction methods
- OR Education: Doctoral degree or 3 years of graduate-level education
- OR a combination of education and experience
