Location: 100% TDY assignment to Camp Lemonnier, Djibouti, Africa
Type: Full-Time, Temporary (Not to Exceed 1 Year)
Pay: Based on GS level (locality pay determined after selection)

Position Summary
You will serve as a Planner, Engineer, or Architect within the Asset Management Business Line at NAVFAC Atlantic, supporting facility planning and engineering operations at Camp Lemonnier. This position requires extensive temporary duty travel (TDY) to Djibouti, Africa, and may be filled through temporary promotion or reassignment.
Key Responsibilities
- Lead and coordinate multidisciplinary teams delivering planning and engineering services.
- Develop and review project plans for construction, demolition, maintenance, and facility development.
- Conduct technical reviews of facilities planning documents to ensure compliance with objectives.
- Provide expert advice on design problems and develop alternative solutions.
- Utilize planning systems and geographic data tools to support decision-making.
Conditions of Employment
- U.S. Citizenship required.
- Must obtain and maintain a Secret clearance.
- Must be licensed as a Professional Engineer (PE) or Registered Architect (RA) (for 0801 or 0808 series).
- Subject to E-Verify.
- Travel 76% or more; must be able to travel via military and commercial aircraft.
- Must obtain and use a government travel credit card.
Qualifications
Selective Placement Factor:
- Must possess and submit a valid PE or RA license (U.S. state/territory).
Specialized Experience (GS-12 level or equivalent):
- Advising on construction and facility planning.
- Reviewing engineering/architectural documents for technical accuracy.
- Using automated planning systems and GIS data for decision-making.

Work Environment
- Harsh climate: high heat, humidity, potential exposure to wildlife, disease, and hazardous materials.
- Long work hours (12–16 hours/day), up to 7 days/week.
- Housing: container living units (CLU); may initially be tents; shared facilities.
- Must meet physical and medical requirements, including vaccinations.
- Entitled to 25% Post Differential pay and Imminent Danger Pay ($225/month).
Compensation & Benefits
- Post Differential Allowance: 25% of base salary (after 42 days)
- Imminent Danger Pay: $225/month (first 42 days)
- Local Market Supplement based on home duty station
- High potential for overtime and international work experience
