🛠 Position Summary:

As a General Electrical Engineer, you will lead the analysis, design, specification, troubleshooting, and cost estimation of electrical and control systems supporting the operation and modernization of the U.S. DOT-owned St. Lawrence Seaway locks and facilities. You will oversee complex control systems including Programmable Logic Controllers (PLCs), Human Machine Interfaces (HMI), SCADA, and power distribution systems. This role requires coordination across electrical, mechanical, and civil engineering disciplines, with a strong emphasis on electrical systems integration and modernization projects.


⚙️ Key Responsibilities:

  • Design, upgrade, and maintain PLC, HMI, and SCADA-based control systems for lock operations and infrastructure.
  • Develop graphic interfaces for user operations and diagnostics.
  • Conduct site investigations, prepare feasibility studies, and develop engineering design alternatives.
  • Prepare and review detailed engineering designs, specifications, and cost estimates for in-house and contracted projects.
  • Serve as subject matter expert for power distribution systems, access control systems, and telecommunications infrastructure.
  • Oversee design and system administration of critical infrastructure including:
    • Lock Control and Status Systems
    • Surveillance and AIS (Automatic Identification Systems)
    • Traffic Management and HVAC control systems
    • Water level monitoring and electronic security systems
  • Draft technical specifications and justifications for capital improvement plans.
  • Use AutoCAD and manual drafting tools for layout and design documentation.
  • Liaise with vendors and provide training and support to technical staff and system users.

Qualifications and Competencies Required:

  • Education: Bachelor’s degree in Electrical Engineering or closely related engineering field (ABET-accredited or equivalent).
  • Experience: At least one year of specialized experience at the GS-12 level or equivalent performing electrical/electronic engineering design and troubleshooting for utilities, control systems, and electrical infrastructure.
  • Knowledge Areas:
    • Electrical engineering principles and systems integration
    • PLC/HMI programming and SCADA systems
    • Power distribution and automation
    • Technical writing, CAD drafting, and cost estimating
    • Team building and project coordination across disciplines
