Summary: Test Lead Engineer/Scientist

Department: Naval Surface Warfare Center, Dahlgren Division (NSWCDD)
Pay Band: ND-4 (Equivalent to GS-12/13)
Hiring Authority: Direct Hire under the Science and Technology Reinvention Laboratory (STRL) for Bachelor’s Degrees
Location: Multiple vacancies anticipated
Security Clearance: Secret (Interim/Final required before start)
Citizenship Requirement: U.S. Citizenship required

Primary Duties

As a Test Lead Engineer/Scientist supporting a large-scale agile software development team, your responsibilities will include:

  • Leading the design and execution of test strategies, plans, and automated test cases.
  • Advocating for Test-Driven Development (TDD).
  • Developing and maintaining automated tests across all levels: unit, integration, system, exploratory, end-to-end, contract, security, and performance.
  • Monitoring test metrics such as test coverage, defect density, automation rate, test execution rate, and test case effectiveness.
  • Ensuring test traceability and driving continuous improvement in testing processes.

Basic Requirements

  • U.S. Citizenship
  • Ability to obtain and maintain a Secret security clearance
  • Registered for Selective Service (if applicable)
  • Subject to E-Verify employment verification
  • Compliant with the Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements
  • Willingness to travel (including CONUS and OCONUS) and operate in remote/isolated environments

Qualifications

This is an interdisciplinary position and may be filled under the following series:

  • Engineering: 0801, 0830, 0850, 0854, 0855
  • Science/Analysis: 1301, 1515, 1520, 1550

Specialized Experience (ND-3 equivalent to GS-9 to GS-11):

Must demonstrate at least one year of experience in:

  • Designing and executing software testing strategies and test plans
  • Creating and maintaining test automation frameworks and scripts
  • Using testing tools such as:
    • JUnit, Jest (unit testing)
    • JaCoCo (code coverage)
    • Graphene, Selenium (UI testing)
    • JMeter (load testing)
    • Burp Suite (security testing)
  • Managing test traceability with Jira/X-Ray

Education Requirements

Depending on the occupational series, candidates must meet the corresponding educational qualifications. These generally include:

  • A degree in Engineering, Physical Science, Computer Science, Mathematics, or Operations Research.
  • Specific coursework such as calculus, advanced mathematics, and relevant science/engineering disciplines (details vary by series).
