Department of the Navy – Naval Facilities Engineering Systems Command (NAVFAC Atlantic)
Location: Camp Lemonnier, Djibouti, Africa
Type: Temporary, Full-Time (Not to Exceed 1 Year)
Salary: Based on GS pay scale + applicable locality and overseas allowances
Travel Requirement: 100% Temporary Duty (TDY)
Security Clearance: Secret (Interim/Final required)


Position Overview

Join NAVFAC Atlantic as a Civil Engineer (Structural) supporting overseas operations at Camp Lemonnier, Djibouti. This is a unique opportunity to contribute to mission-critical infrastructure projects in a challenging environment. The role includes structural design, project oversight, and engineering support for U.S. Navy facilities in an expeditionary setting.


Key Responsibilities

  • Design and analyze structural components for facilities using tools like AutoCAD and structural analysis software.
  • Assess structural integrity and recommend necessary repairs or modifications.
  • Develop technical documentation and communicate design intent to stakeholders.
  • Review structural designs by in-house staff or contractors for accuracy and compliance.
  • Provide construction support including submittal reviews, RFIs, quality assurance, inspections, and closeout.
  • Ensure adherence to safety standards, specifications, and contract requirements.

Eligibility Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • Comply with Selective Service registration (if applicable).
  • Must qualify under Time-in-Grade for current federal employees (GS-12 level experience).
  • Position requires travel over 76% of the time, often via military/commercial aircraft.
  • Government travel card must be obtained and maintained.
  • Subject to DAWIA certification requirements.

Qualifications

Basic Requirement:

  • Bachelor’s degree in engineering from an ABET-accredited program or equivalent, OR
  • Valid Professional Engineer (PE) license, OR
  • Passing score on the EIT exam with acceptable coursework or experience.

Specialized Experience (GS-13 level):

  • Expertise in structural project design and development.
  • Proficiency in drafting specifications and cost estimates.
  • Application of advanced engineering principles in design and construction.
  • Experience with design software and interpreting structural drawings.

Work Conditions

  • Remote base with harsh environmental conditions (heat, humidity, limited infrastructure).
  • Work may include 12–16 hour shifts, 6–7 days/week.
  • Accommodations are typically in Containerized Living Units (CLUs) with shared facilities; initial housing may be in tents.
  • Post Differential Pay (25%) and Imminent Danger Pay ($225/month for the first 42 days) apply.
  • No PCS, relocation, or recruitment incentives.
