Summary: Civil Engineer (Structural)

Agency: Naval Facilities Engineering Systems Command (NAVFAC) Atlantic
Location: Camp Lemonnier, Djibouti, Africa
Position Type: Full-Time, Temporary (1-year TDY Assignment)
Salary: Does not include locality pay; final salary will be based on duty station.
Travel Requirement: 100% TDY (Temporary Duty) assignment
Security Clearance: Secret (Interim/Final required)


Overview

This is a temporary full-time position for a Civil Engineer (Structural) within the Public Works Department at NAVFAC Atlantic. The position entails a one-year overseas TDY assignment at Camp Lemonnier in Djibouti, Africa. It may be filled through a temporary promotion or reassignment, depending on eligibility and current federal status.

Primary Responsibilities

  • Perform structural analysis and prepare designs/specifications for a range of facility projects using tools such as AutoCAD and structural analysis software.
  • Evaluate the structural integrity of existing facilities and develop recommendations for repairs or modifications.
  • Draft and communicate technical reports and correspondence to leadership, stakeholders, and clients.
  • Review structural design submissions from in-house teams, A-E firms, and design-build contractors for technical soundness and compliance with design standards.
  • Ensure construction execution aligns with contract plans, codes, and specifications.
  • Support ongoing construction through RFI responses, submittal reviews, QA site visits, inspections, commissioning, and project closeout activities.

Qualifications

Basic Education Requirement (OPM Standards):
Must meet one of the following criteria:

  • Degree in professional engineering (ABET-accredited)
  • Equivalent combination of education and experience as outlined by OPM
  • Licensed Professional Engineer (PE)
  • Passed Engineer-in-Training (EIT) exam with acceptable coursework
  • Other acceptable education/experience combinations as defined by OPM

Specialized Experience (GS-12 Level):
One year of experience equivalent to GS-12, including:

  • Advanced structural design, analysis, and consultation
  • Development of engineering specifications and cost estimates
  • Use of CAD and structural software tools
  • Oversight of multidisciplinary design and construction projects

Work Environment

Long workdays (12–16 hours) and extended workweeks are typical.


Compensation and Incentives

  • 25% Post Differential Pay (after 42 days)
  • Imminent Danger Pay: $225/month (first 42 days)
