Agency: Department of the Navy – Naval Facilities Engineering Systems Command (NAVFAC) Atlantic
Location: Camp Lemonnier, Djibouti, Africa (100% TDY)
Appointment Type: Full-time, Temporary (Not to exceed 1 year)
Pay Scale & Grade: GS-13
Eligibility: Open to current permanent NAVFAC employees and other eligible candidates (e.g., DoD Military Spouse Preference, CTAP/ICTAP, Schedule A)
Position Summary:
As a Civil Engineer (Structural), you will serve in NAVFAC Atlantic’s Public Works Department, providing expert-level structural engineering support for complex facility projects. This position requires full-time deployment to Camp Lemonnier, Djibouti, under temporary duty status (TDY). Work involves advanced structural design, site inspections, construction support, and quality assurance in a dynamic expeditionary environment.
Key Responsibilities:
- Perform advanced structural analysis and design using structural analysis tools and AutoCAD for facilities in diverse settings.
- Prepare detailed project specifications, structural drawings, and cost estimates.
- Evaluate the structural integrity of facilities and recommend repairs or modifications.
- Review in-house and contracted designs for technical adequacy and compliance with codes and standards.
- Oversee construction to ensure alignment with contract specifications and design intent.
- Provide construction-phase support: review submittals, respond to RFIs, perform QA site inspections, assist in commissioning and project closeout.
Work Environment:
- Harsh environmental conditions including high heat, humidity, and limited living accommodations (CLUs or tents).
- Long work hours (12–16-hour shifts) and extended workweeks may be required.
- Exposure to hazardous wildlife, chemicals, poor air quality, and potential health risks.
- On-site housing is provided; staff must be able to operate in austere conditions.
Qualifications:
Basic Education Requirement (must meet one):
- A degree in engineering from an ABET-accredited program
- A professional engineer license (PE)
- Alternate pathways through education and experience per OPM qualifications standards
Specialized Experience (GS-13 Level):
Must have at least one year of experience equivalent to GS-12 that includes:
- Expertise in structural engineering principles and building codes
- Development and design of structural projects
- Preparation of structural plans, specifications, and cost estimates
- Proficiency in CAD and engineering software tools for structural analysis
Other Requirements:
- U.S. citizenship required
- Secret clearance required (interim/final)
- Subject to extensive travel (>76%)
- Must obtain and maintain a government travel card
- Subject to DAWIA certification (Engineering category)
