Agency: Department of the Navy – Naval Facilities Engineering Systems Command (NAVFAC)
Location: Camp Lemonnier, Djibouti (100% TDY Assignment)
Position Type: Full-time, Temporary (Up to 1 Year)
Clearance Required: Secret (Interim or Final)
Travel: Extensive (76% or more, including overseas deployment)


Summary

Serve as a Structural Engineer supporting NAVFAC EURAFCENT’s mission at Camp Lemonnier, Djibouti. Provide expert technical guidance on the planning, design, construction, and maintenance of vertical structures and facilities. This overseas deployment role requires adaptability to austere conditions, extended work hours, and collaboration with multidisciplinary teams to ensure structural safety, integrity, and compliance.


Key Responsibilities

  • Conduct structural engineering analysis and design for facilities including offices, warehouses, hangars, and housing units.
  • Prepare and review technical drawings, specifications, and estimates using AutoCAD and structural engineering software.
  • Assess existing structures to determine condition and recommend repairs or modifications.
  • Review engineering submittals, RFIs, and construction documentation for quality and compliance.
  • Coordinate with A/E firms, contractors, and other stakeholders to ensure project alignment with Navy and DoD standards.
  • Support construction activities by providing technical advice, resolving design issues, and participating in inspections.
  • Prepare formal reports, documentation, and engineering justifications to support projects.

Qualifications

  • U.S. Citizenship and ability to obtain/maintain a Secret clearance.
  • Bachelor’s degree in Civil/Structural Engineering (ABET-accredited or equivalent).
  • Minimum 1 year of specialized experience equivalent to the GS-12 level.
  • Proficiency in structural design codes (IBC, ASCE, ACI, AISC).
  • Skilled in using design tools (e.g., STAAD Pro, AutoCAD) and preparing contract documents.
  • Strong communication skills for technical reporting and coordination with multiple agencies.

Deployment Conditions

  • Work in high-temperature, remote, and potentially hazardous environments.
  • Living quarters may be shared or in CLUs/tents with limited amenities.
  • 12- to 16-hour workdays, 6–7 days per week may be required.
