Job description: The Aga Khan Rural Support Programme (AKRSP) is an institution of the Aga Khan Development Network (AKDN) established by the Aga Khan Foundation in 1982. AKRSP has been working in Gilgit Baltistan and Chitral of Khyber Pakhtunkhwa, Pakistan with the overall goal of improving the quality of life of the people in the programme area.

The AKRSP is seeking applications from caliber professionals for the position of Manager, Education and ECD based in Regional Programme Office Gilgit.

Job Purpose:

The Managers, Education & ECD, one for Gilgit-Baltistan and one for Chitral will report to AKRSP’s Programme Manager, Education & ECD. They will be responsible for implementing AKRSP’s field activities to deliver education and ECD programmes, including AKF’s School Improvement Programme (SIP) and Foundations for Children (F4C) . They will co-ordinate training, conduct follow-up and community activities, and engage with the Governments and AKDN agencies at the regional, district and valley levels. The Managers will lead and manage a team of valley-based Field Educators and ECD facilitators. They will develop close working relationships with government education officials, AKF, AKU-IED, AKU-HDP, AKS, AKHS, P and other AKDN agencies at the regional/district levels, and external consultants. They will be expected to role model the values of AKDN, demonstrating clear communication, open-mindedness, integrity and collaboration to ensure the highest standards of professionalism and adherence to Safeguarding and the AKDN Ethical Framework.

Job Description:

The Managers, Education and ECD are responsible for the field implementation of Education and ECD programmes at the provincial and district levels in Gilgit-Baltistan and Chitral. They will work within technical leadership, partnerships, networking and knowledge management areas and be responsible to:

Technical Leadership

  • Manage the AKRSP Education & ECD programme teams and activities in Gilgit-Baltistan or Chitral to ensure programme effectiveness and efficiency. Supervise, mentor and coach members and enable the collaborative resolution of problems and increased professionalism.
  • Gain a deep understanding of AKF’s EIP and ECD programmes, including the School Improvement Programme (AKDN GBC Strategy SIP) and F4C philosophy and components, attending orientation and training where needed.
  • Become familiar with the EIP and ECD supported clusters, schools and communities in the allocated Priority Valleys, AKDN core areas and broader geographical areas.
  • Assist the Programme Manager, Education & ECD to identify schools and clusters for new SIP -supported schools to be added in 2023 and the relevant persons for the Quality Assurance and Cluster Implementation Teams.
  • Provide technical support and guidance to AKRSP Field Educators and F4C ECD Lead Facilitators and government officials in Chitral or GB districts and valleys.
  • Assist the Programme Manager, Education & ECD in identifying technical needs for training and capacity building to meet EIP and ECD goals. Work with AKU-IED, its Professional Development Centres (PDCs), AKU-HDP, AKS, AKHS, P and other AKDN agencies and external experts in reviewing and developing training to be delivered at centre, cluster, valley, district and provincial levels for government officials, Quality Assurance and Cluster Implementation Teams, head teachers, teachers, ECD workers, SMCs and PTCs, parents and communities.
  • Organise and co-ordinate all schools/ECD centres, clusters, valleys and district level training, workshops, reviews and meetings in collaboration with the government and training providers such as AKU-IED, its PDCs and AKU-HDP. Co-ordinate with AKDN agencies such as AKS (formerly AKES, P) and Regional/Local Councils to encourage synergies.
  • Conduct regular visits to the field to provide on-site support to Field Educators and F4C ECD Facilitators who are conducting cluster training, follow- up and mentoring/coaching visits and supporting schools/centres on a continuous basis for programme effectiveness. Identify challenges and opportunities and work collaboratively on solutions.
  • Assist Field Educators and F4C Lead Facilitators teams to mobilise community support for education and ECD, community and family engagement in e.g. in whole school development planning, Reading for Children and training for SMC/PTCs, parents and communities.
  • Work closely with the Progamme Manager, Education & ECD in annual planning, budget and reviews and with the MERL teams for accurate and relevant data management and report writing.
  • Assist the Programme Manager with procurement and delivery requirements for teaching and learning resources, books etc. Ensure compliance with donor regulations and rules.
  • Play a co-ordination role between thematic areas, especially education- early learning and stimulation, health and nutrition, responsive care-giving, safety and security and economic inclusion in ECD programming.
  • Support the Programme Manager in multi-sectoral, integrated, innovative programme conceptualization, design, and proposal development with AKF.
  • Ensure gender equity, pluralism/inclusion and safeguarding are addressed within programmes.
  • Review and enhance Education and ECD resources, including the use of ICTs and assist in the creation and maintaining of Education and ECD Communities of Practice.

Partnerships and Networks

  • Strengthen collaboration within and across AKDN agencies creating AKDN synergies to achieve Education and integrated holistic ECD goals. Work on cross-cutting themes such as safeguarding, gender equality, poverty reduction and civil society and climate resilience.
  • Cultivate relationships with key government, donor, NGO and other leaders in education and ECD policy, practice and research at the local and provincial levels to inform evidence-based approaches.
  • Represent AKRSP Education and ECD in local and national forums when required to share evidence and influence policy and practice and promote AKDN as a partner of choice.

Learning, Knowledge Management and Sharing

  • Work with the monitoring, evaluation, research and learning (MERL) team to ensure appropriate tools for accurate and relevant data management, measuring programme effectiveness, learning and sharing.
  • Assist in base-line, mid- and end-line studies and reviews.
  • Contribute to the preparation of regular, easy to read reports and meaningful communications materials, including human interest stories for donor and other audiences for information sharing and resource mobilisation.
  • Contribute to research and dissemination, policy dialogue/advocacy workshops at regional and national levels.
  • Assist the Programme Manager, Education & ECD in the preparation of policy/strategies, annual budget papers, reports and presentations for senior management. Attend programme reviews where required.
  • Keep abreast of latest developments in international and comparative educational development and ECD nationally and internationally.
  • Role model and encourage the expected professional behaviour adhering to AKRSP organisational policies, including the Safeguarding Policy and the AKDN Code of Ethics.
  • Undertake other duties as needed and assigned by Programme Manager, Education & ECD.

Required Education: A Master’s degree, preferably in educational leadership, ECD, health & nutrition, teacher education, school improvement, or educational/ECD evaluation from a reputable and recognized institute.

Required Experience and Person Specification: A proven record of a minimum 7 years (less for exceptional candidates) in education/ECD – children 0-3 yrs, pre- primary to secondary education; teacher education, with a knowledge of government sector education/ECD in Pakistan/majority world. * An excellent combination of strong technical and professional experience with success in a leadership position in a reputable organisation or NGO working in education and/or ECD.

  • Successful classroom/ECD centre teaching and learning, and/or ECD experience with parents and communities, including the design of effective professional development courses, resources, research, monitoring and evaluation.
  • Preferred: A sound knowledge of ECD and the Nurturing Care Framework (good health, adequate nutrition, safety and security, early learning opportunities and responsive care-giving) and experience with ECD support for pre-conception and 0-3 years, e.g., parenting/caregiving, day care, working with front-line health and education workers.
  • Knowledge of school improvement processes and approaches to increase access and retention, improve teaching and student learning outcomes and educational leadership while working with a range of stakeholders.
  • Experience and a strong commitment to community/NGO participation in education and innovative approaches.
  • Excellent leadership and people management skills; ability to mentor and build teams with people from diverse backgrounds; strong emotional/social intelligence and problem-solving skills.
  • A drive for results, resilience with strong analytical skills and abilities in programme development, management, implementation, monitoring and evaluation. Ability to write concise reports of high quality.
  • Ability to relate sensitively, with open-mindedness and empathy, to a diverse range of people of different strata, cultures, languages, faiths, gender and abilities.
  • Excellent verbal and written fluency in English and preferably Urdu. An understanding of regional languages an asset.
