Scope of Position:

Under general supervision of the Information Technology Supervisor II, the incumbent acts as a leader on system software projects including research, planning, and execution of migration changes in the Development, Test, Stage and Production processing environments. These changes are for the Payroll, Financial, and Employment History systems used by the State Controller’s Office (SCO). The incumbent works independently as a technical specialist to ensure the migrations are handled in a timely, comprehensive and efficient manner. The incumbent is responsible for cross-training to ensure adequate coverage. The incumbent is expected to update the policies and procedures to ensure the documentation used by others is accurate. The duties of this position are focused in the Software Engineering domain, however, work may be assigned in other domains as appropriate.

Duties and Responsibilities:

(Candidates must perform the following functions with or without reasonable accommodations.)

  • Migrate mission-critical system’s source code changes through development, test, stage and production environments for complex business system applications residing on the mainframe. Analyze requests to verify all data needed to execute a migration exists. Troubleshoot errors and/or condition codes and work with programming staff to resolve problems. Use knowledge of various processing tools, such as Job Control Language (JCL), Time Sharing Option (TSO), Interactive System Productivity Facility (ISPF), Execution Scheduling Processor (ESP) and others to perform migrations. Migrate and/or delete obsolete programs. Copy, distribute and file release letters used by the Information Systems Division (ISD), Business Systems Bureau (BSB) programming staff to initiate a migration. Maintain the procedure manual by updating the procedures as changes or additions occur. Serve as the ISD RACF Coordinator using IBM’s Resource Access Control Facility (RACF) software utility. Grant mainframe user id(s) access to various groups, transactions and profiles for the ISD development environment. Delete user id(s) and reset passwords.
  • Maintain application and system source code and load libraries where the compiled load modules are stored using Panvalet utilities. Reconcile load libraries and Panvalet libraries to ensure uniformity between Test, Stage and Production libraries, and determine the course of action to correct errors found. Write and maintain programs necessary to perform such reconciliation. Utilize space management tools to resize Panvalet libraries as needed. Read, write and execute JCL to backup libraries. Manage jobs and ESP events. Program/build and maintain ISPF dialogs composed of CLIST, REXX, panels and skeletons. Create and maintain an inventory of Partitioned Dataset (PDS) libraries and Partitioned Dataset Extended (PDSE) program libraries for management of systems.
  • Administer and support Panvalet and PanAPT, the automated version control and program migration software tools for the State Controller’s Office. Evaluate, test and configure vendor-supplied package software. Train end-users on software products and provide documented instructions. Develop and maintain detailed program specifications and end-user procedures in the configuration of new software, and the interface between separate mainframe environments. Maintain and write system programs to regularly extract source files, copy books, CICS maps, Assembler programs, COBOL programs, IDMS schemas, IDD records, COBOL data and code modules, ADSO processes, ADSO maps, dialogs and applications, PDS and PDSE content from Production Operations ISPFILE and Disbursements’ ISPFILE, and other in specified format for the Composer System server repository.
  • Participate in legacy business system replacement projects, which include an enterprise software component change (new product). Attend advanced training courses to stay current on software products. Perform research, analysis, testing and installation of software modernization products and tools for the mainframe. Coordinate software examination and procurement efforts for desktop client software via the SCO Architecture Review Board (ARB) approval process.
  • Maintain and process requests pertaining to the Table Inquiry and Maintenance System (TIMS). Upgrade and migrate tables. Maintain dialogs necessary to migrate TIMS tables and attributes. Provide support to programmers requesting new and modified Integrated Data Dictionary (IDD) components, including the research and analysis of the impact of all change requests. Add the change request to Endeavor, the change control system, and manage multiple changes. Develop, coordinate, plan, execute and verify complex migrations of programs, data elements, and other components from development, test, stage and/or production environments using multiple automated migration tools in the Integrated Data Management System (IDMS).
  • Participate in the Office of Technology Services’ (OTech) Disaster Recovery (DR) biannual test exercises by providing analytical and technical support. Collaborate with the DR technical leads in test coordination efforts. Attend SCO/California Department of Technology (CDT) Coordination Meetings and Forums for both software and hardware maintenance and enhancements. Collaborate with OTech staff and conduct software migrations. Perform software configuration and coordinate software upgrades.
  • Co-Administer SCO’s version control and release management software and migrate application files through development, test, and production environments for business system client-server applications. Coordinate the scheduling of migrations with ISD/BSB programmers. Develop, implement and maintain the policies and procedures necessary to install client-server applications into the production environment using the established Version Control process. Assist end-users and resolve problems. Configure software framework for projects. Grant and remove user access rights as appropriate maintaining separation of duty standards. Create and maintain technical documents and end-user procedures.

Required Qualifications:

  • Must have a minimum of 3-5 years mainframe experience.
