Job description: GSP121, Training & Dev Spec 2“Instructional Designer”Pay Grade ISalary $60,000.00JOB SUMMARY: Under general supervision, responsible for assessing, planning and/or coordinating training sessions for an agency. Performs end-to-end learning and development. Evaluates training and learning outcomes in relation to functional and/or technical training activities.JOB SPECIFIC DUTIES:The Instructional Designer performs a variety of instructional design functions related to the planning, development, and delivery of courses. Works with instructional technology tools to design interactive learning content. Manages multiple projects working with subject matter experts to design and build online courses. Researches instructional design theories and tools for applicability in learning.Develops and updates courses, instructional materials, and other digital instructional information consistent with adult learning principles for online, hybrid, and in-person delivery. Confirms course objectives are current and reflected in newly developed courses. Collaborates with subject matter experts to define course outcomes and objectives. Designs and develops engaging, interactive, and instructionally sound materials that accommodate diverse learning styles. Designs and produces learning materials in a variety of formats, including print, graphics, audio, video, animation, and multimedia. Utilizes digital tools for project management. Assists with the Learning Management System(LMS) to ensure quality of course development, tools, test accessibility, and compliance. Participates in professional development to stay current with evolving technologies and trends in transportation.NOTE: STATEWIDE TRAVEL MAYBE REQUIREDMINIMUM QUALIFICATIONSThe selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum QualificationsSTATE ENTRY QUALIFICATIONS:· High school diploma or GED AND Two years of experience providing educational, training or instructional services in functional area.AGENCY MINIMUM QUALIFICATIONS:· Completion of a bachelor’s degree in education, human resources development, business administration or a related field from a four-year college or university.· Demonstrated intermediate to expert proficiency with authoring tools (such as Captivate, Articulate, Vyond, Lectora) for developing e-learning.· Experience with Workday Learning Management Systems administration (create web-based courses, tests, enrollment, schedule classes, troubleshoot, etc.)· Professional work experience as a trainer.· Demonstrated ability to assess training needs and develop, coordinate and conduct training programs/activities.· Demonstrated ability to develop instructional materials, course outlines and lesson plans to ensure course content meets objectives.· Demonstrated ability to utilize effective written and oral communication skills.· Ability to organize work, determine objectives and set priorities; to manage own time and workload effectively.· Ability to determine types of training materials needed for identified training.· Ability to maintain training records according to established guidelines.· Ability to use available office technology in the performance of assigned tasks.· Show respect and courtesy to others.· Accept direction and feedback from supervisors and follows through appropriately.· Maintain a positive and professional image and display initiative and commitment toward scheduling and completing identified training within specified time frames with minimalAGENCY PREFERRED QUALIFICATIONS:· Experience in academic or professional instruction (in-person and virtual) at an educational institution or large organization· Training or experience in the use of software programs: Oracle PeopleSoft Learning Management System, Workday, word processing, spreadsheets, graphics, power point, SharePoint, presentation packages, virtual platforms.· Demonstrated knowledge and experience with HTML, and YouTube and creating video tutorials.· Demonstrated working knowledge of adult learning concepts.· Demonstrated ability to coordinate training activities for or within a large organization, and to develop and administer questionnaires, rating forms and other instruments to measure effectiveness of training courses/activities.· Experience working with leadership as a strategic partner to address training/performance needs.IMPORTANT INFORMATION FOR ALL GDOT JOBSThe interview is just one part of the overall selection process and is not the only criteria used to make the final selection.
