ACE strengthens capacities for technical leadership and effective programming through integrated support in four areas: communications, knowledge management, training, and facilitation/organizational development. ACE’s primary clients include the Center for Climate-Positive Development (CPD), Center for Energy, Infrastructure and Cities (CEIC), and Center for Natural Environment (CNE), and their associated divisional offices, within the agency’s Bureau for Resilience, Environment and Food Security (REFS). The program objective is to enhance USAID’s effectiveness, leading to positive and sustainable development outcomes globally in the above sectors.Position Description:The Finance and Operations Specialist will play a pivotal role in supporting the project’s daily operations including project accounting, financial reporting, and compliance with the client and DAI’s rules and regulations. The Finance and Operations Specialist will provide accounting and financial analysis support to the project and will ensure preparation of financial reports based on internal deadlines. This position will also provide operational and administrative support for recruitment and onboarding of staff and consultants, procurement, logistics, and subcontract management.Key Duties and Responsibilities:Budgeting and Reporting

  • Assist in developing budget estimates for technical activities and events.
  • Assist in the production of spending reports, and track, and analyze technical activities budget spending
  • Assist in preparing the monthly financial projections for the project.
  • Assist with quarterly accruals reporting and other financial reports to USAID.

·Operations

  • Support the recruitment and onboarding of project staff and consultants, in coordination with the DAI Home Office (ensuring paperwork is collected and saved properly; acting as a POC for new staff/consultants for onboarding processes; and ensuring they have access to the necessary DAI systems and equipment).
  • Support procurement for technical activities, providing guidance to the team on proper processes, managing procurement files, and coordinating with vendors.
  • Ensure the ACE inventory is updated as needed, that any new inventory is tagged as appropriate, and that the inventory is reviewed and verified on an annual basis.
  • Support logistics for the ACE team, including booking meeting space at the DAI office for in-person team meetings and supporting the team to book any travel needed.
  • Provide administrative support to the ACE team, including preparing meeting agendas; taking meeting minutes; and ordering supplies for activities.
  • Conducts periodic file reviews of the ACE team SharePoint and TAMIS to ensure compliance with record retention policies.
  • Review expense reports prior to supervisor approval
  • Other tasks as may be required by the Finance and Operations Director.

Qualifications:

  • Bachelor’s degree required. Preference for a degree in accounting, finance, business administration or other related fields.
  • Minimum three years of relevant working experience.
  • Knowledge of USAID rules and regulations preferred.
  • Demonstrated experience in budget development and management; financial reporting; and financial analysis.
  • Demonstrated experience in supporting project operations and administration.
  • Experienced with using Microsoft Excel.
  • Demonstrated experience working with diverse teams in fast-paced environments.
  • Strong written and oral communication skills
  • Authorized to work in the United States – Applicants must specify their preferred work country in their application.
  • *Based in one of the following U.S. locations where DAI is registered: District of Columbia, California, Colorado, Florida, Georgia, Illinois, Maryland, Massachusetts, New Jersey, New York, North Carolina, Pennsylvania, South Carolina, Texas, Virginia, and Washington.

Place of Performance:The ACE team works remotely (from approved remote locations). Staff residing within the Washington, DC, metropolitan area are encouraged to work in person at the DAI office in Bethesda, MD, on ACE’s anchor day. Office space is also available for other days of the week.International Travel:Some limited international and domestic travel may be required.COMPENSATION & BENEFITSFor employees working in the United States, the full-time equivalent annual base salary for this position is expected to be between $60,000 – $80,000.Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.Eligible U.S.-based employees will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match. Additionally, employees will be eligible for company-paid annual leave (vacation & holidays), sick leave, and parental leave, as well as short- and long-term disability coverage.
