  • Ensures performance measures for aviation projects are consistent with the Bureaus overall goals and objectives, and that methods and procedures developed provide authoritative information to policy makers for decision-making.
  • Provides policy guidance and technical leadership to managers with respect to strategic planning to ensure efficiency and economy of effort.
  • Reviews, develops, implements and integrates a wide variety of plans, policies and procedures for INL on a worldwide basis.
  • Assists in reviewing the Aviation Operations Branch annual budget and all information to ascertain that performance indicators and project descriptions reflect progress and indicate a structured proactive approach to reaching the goals of the Office.
  • Identifies emerging program and policy issues related to operational programs, coordinates policy, and advises Office staff, the Bureau and others.

QualificationsApplicants must meet all the qualification requirements described below by the closing date of this announcement.Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.Qualifying specialized experience must demonstrate the following:

  • Experience reviewing and implementing aviation strategic planning and development, aerial eradication, and counter-narcotics policies and procedures.
  • Experience providing aviation expertise for programs related to the development of plans for future operations.
  • Experience assisting in reviewing annual aviation program budgets.
