Summary
As a Civil Engineer (Structural), you will support a range of facility projects at Camp Lemonnier, Djibouti, by performing complex structural engineering duties. You will develop designs, specifications, and cost estimates, conduct site assessments, and provide engineering support during construction. This position plays a critical role in ensuring facilities meet operational requirements in a challenging and high-tempo environment.
Key Responsibilities
- Design and analyze structural systems using structural analysis software and AutoCAD
- Assess structural conditions and develop repair/modification recommendations
- Review and approve designs prepared by in-house and contracted teams
- Write technical correspondence and communicate with stakeholders
- Monitor construction to ensure compliance with plans and specifications
- Respond to RFIs, review submittals, conduct QA site visits, and support project closeout
Qualifications
Basic Education Requirement:
A degree in professional engineering from an ABET-accredited program
OR
Satisfactory completion of related coursework and professional registration as a PE

Specialized Experience (GS-12 level):
Must have one year of specialized experience in:
- Structural design and analysis for complex facilities
- Preparing technical project specifications and cost estimates
- Applying advanced engineering principles across consultation, design, and construction
- Using CAD and structural engineering tools for design and calculations
Conditions of Employment

- Must meet time-in-grade requirements (if applying for promotion)

- Subject to extensive travel and challenging work/living conditions
- Immunizations and physical readiness may be required for deployment
Work Environment
This role is based in an austere and harsh environment with potential for:
- High heat, humidity, and seasonal rain
- Exposure to snakes, insects, and diseases
- Limited living space (Container Living Units or tents)
- Shared facilities and extended work shifts (12–16 hours/day)
- Periodic power, water, and HVAC interruptions

- 25% Post Differential Pay (after 42 days)
- $225/month Imminent Danger Pay (first 42 days)
