Summary:

As a Civil Engineer, you will support the planning, design, construction, operation, and maintenance of infrastructure systems and facilities at military installations. The scope of work includes both routine and complex projects involving utility systems, real property facilities, and construction project management.

Typical Duties Include (duties vary by grade):

  • Oversee design, maintenance, and construction projects for infrastructure and utility systems
  • Conduct preconstruction site assessments and manage construction activities through to project closeout
  • Provide technical guidance and civil engineering solutions to ongoing facility issues
  • Review and prepare engineering drawings, calculations, and specifications
  • Coordinate with contractors and internal stakeholders to ensure projects meet requirements, budgets, and timelines

Qualifications:

Basic Requirements:
You must meet one of the following:

  1. Degree in Professional Engineering from an ABET-accredited program; OR
  2. Combination of education and experience equivalent to a professional engineering degree as outlined by OPM standards (e.g., registration as a Professional Engineer, completion of EIT exam, etc.)

Grade Level Requirements (Specialized Experience):

  • GS-11: Experience in assisting with design and review for infrastructure projects and familiarity with CAD tools and construction documentation
  • GS-12: Experience managing facility construction/maintenance projects, including planning and execution of renovations and infrastructure upgrades
  • GS-13: Demonstrated ability to lead complex civil engineering projects, negotiate with contractors, and solve advanced engineering issues
  • GS-14/15: Extensive experience providing expert-level civil engineering consultation, including design approvals, feasibility studies, and advising on regulatory and policy compliance

Key Knowledge, Skills & Abilities (KSAs):

  • Expertise in civil engineering design, construction, and infrastructure systems
  • Ability to apply theoretical and applied engineering knowledge in real-world settings
  • Proficiency with engineering software and modeling tools
  • Strong communication and scientific writing skills
  • Experience in research, data analysis, and technical documentation

  • Locations: Multiple locations; assignments determined based on need
  • Security Clearance: May be required
  • PCS/Relocation: May be authorized in accordance with Joint Travel Regulations
  • Work Schedule: Full-time, may include shift work, overtime, or weekend duty
