Summary: Electro-Optical/Infrared (EO/IR) Engineer – Public Notice Flyer
This public notice flyer is issued to inform potential candidates of anticipated vacancies within the Department of the Navy under the Certain Competitive Service / Modified Direct Hire Authority. Key Responsibilities
As a Project/Program Engineer, you will:
- Apply advanced engineering theories and principles to research, test and evaluation, and logistics functions.
- Develop and implement solutions that balance technical performance, cost, schedule, and technology constraints.
- Utilize mathematical, statistical, and financial models for risk assessment and optimization.
- Perform data analysis, classification, and interpretation using statistical theory.
- Support EO/IR systems involving optics, lasers, quantum sensing, and associated signal/data processing.
Basic Qualifications
In addition to meeting one of the educational requirements (see below), candidates must demonstrate one year of specialized experience equivalent to the GS-11/DP-03 level. This experience should include:
- Expertise in Electro-Optics, Infrared, Lasers, or Quantum Sensing technologies.
- Experience with technical writing, problem-solving, and project execution.
- Application of data/image analysis and development of algorithms for target detection, tracking, and rangefinding.
- Assessment of sensor performance using metrics like Signal-to-Noise Ratio and Modulation Transfer Function.
Education Requirements
0830/0854/0855 Series (Engineering):
- A degree in engineering from an ABET-accredited program; or
- Licensure as a Professional Engineer (PE); or
- Successful completion of the FE (Fundamentals of Engineering) exam; or
- Equivalent combination of education and experience in physical/mathematical sciences and engineering.
1310 Series (Physics):
- A degree in physics or a related field with at least 24 semester hours in physics, including core and advanced courses.
1550 Series (Computer Science):
- A bachelor’s degree in computer science OR a related degree with 30 semester hours in math/statistics/computer science, including at least 15 in calculus/statistics.
Foreign education must be verified for equivalency to U.S. standards.

- Must obtain/maintain a security clearance
- Travel (domestic and international) may be required
- Subject to Selective Service registration (males born after 12/31/1959)

This position falls under the Defense Acquisition Workforce Improvement Act (DAWIA) and may require certification in an assigned functional area.
