Summary:
As a Project Manager, you will lead the life-cycle management of complex, high-value civil works, interagency, and intergovernmental projects. These projects often involve national priority efforts, environmental sensitivity, or urgent execution needs. You will oversee planning, design, construction, and closeout phases, ensuring all aspects meet performance, budget, and timeline objectives. This position requires collaboration with diverse technical teams and stakeholders and focuses on water resource infrastructure such as flood risk management, navigation, hydropower, and ecosystem restoration.
Key Responsibilities:
- Serve as the primary manager throughout the full project life cycle, from planning to execution and closeout.
- Lead multifunctional teams using the USACE Project Delivery Business Process.
- Develop and manage Project Management Plans (PMPs) and resource-loaded schedules.
- Utilize Earned Value Management (EVM) to monitor project performance.
- Analyze cost and schedule metrics and support risk-informed decision-making.
- Act as the key point of contact for assigned projects, fostering internal and external relationships.
- Mentor junior staff and support professional development within the project team.
Qualifications:
Basic Requirements:
Must meet the educational qualifications for one of the following occupational series (e.g., Engineering, Architecture, Physical Sciences, Community Planning, Social Sciences, Biology, etc.). See USAJOBS announcement for full list and links to OPM qualifications.
Specialized Experience:
- GS-12 Level: At least one year of experience at the GS-11 level managing aspects of civil works or interagency/intragovernmental projects, supporting schedule and budget execution, and evaluating project milestones.
- GS-13 Level: At least one year at the GS-12 level managing project lifecycle execution, leading PMP development, tracking project status, and ensuring achievement of milestones.
